The Ministry of External Affairs (MEA) defines soft power as the ability to influence others through appeal and attraction, using non-coercive means. In contrast to economic and military power, which is dependent on payoffs and coercion, soft power works through attraction and co-optation. In practice, the process entails countries projecting their values, ideals, and culture across borders to foster goodwill and strengthen partnerships. India has been exercising a range of soft power resources which have widespread global appeal. These include Indian arts, dances and literature, cuisine, yoga, traditional holistic medicine, Indian cinema, sports, historical monuments, etc.
Significance of India’s soft power diplomacy:
- A key determinant in the success of foreign policy: A coherent effort to raise India's brand value abroad is likely to have significant implications for the conduct of Indian diplomacy and the broader role of India in global politics.
- Enhancing positive perceptions about India: Conventional diplomacy and soft power diplomacy are complementary in the overall attainment of desired objectives. The essence of soft power is that its source lies outside the traditional format of government-to-government (g-to-g) interactions. These valuable dimensions of India’s soft power capabilities have great relevance and potential in enhancing positive perceptions about India and in pursuit of national interests.
- Increasing people-to-people contact: India's spiritualism, yoga, films and television, dance and music, principles of non-violence, democratic systems, pluralistic culture, and cuisine have all attracted people from all over the world. E.g.: International Yoga Day has now become a global event and is being hailed as a major diplomatic and cultural success for India.
- Network of diaspora instrumental in promoting foreign policy interests: India has a vibrant and largest Diaspora community which could be a successful vehicle for driving India’s soft power diplomacy as well as foreign policy interests globally. The government is engaging with the diaspora through events like Pravasi Bharatiya Diwas.
- Helpful in achieving the goals of the Neighbourhood First policy: India has accorded the highest priority to relations with immediate neighbours as well as countries in the extended region of the Indo-Pacific in keeping with the Government’s pursuit of Sabka Saath, Sabka Vikaas. Soft power and cultural diplomacy can help India to achieve this objective. E.g., increasing connections with East Asia through Buddhist roots in India.
Limitations of India’s soft power diplomacy:
- Inadequate financing: Non-availability of adequate finances is one of the factors derailing the effective facilitation of India’s soft power projection. Soft power capabilities require capital, both human as well as financial to be effective. A cursory glance at the budgetary allocation to India’s Indian Council for Cultural Relations (ICCR) and Confucius Institutes of China or UKS’s British Council is testimony to the hurdles in our institutional efficacy.
- Lack of coordination among various institutions: According to the MEA, there is an overlapping mandate between different ministries, which acts as a limiting factor in the pursuit of India’s soft power and cultural diplomacy. There is a need for the establishment of an institutionalised coordination mechanism between the MEA/ICCR and other line ministries (such as the Ministry of Culture and Ministry of Education).
- Lack of clarity on the mandate of ICCR: Indian Council for Cultural Relations engages in policy and programme formulation and implementation pertaining to India’s external cultural relations. It was established some 71 years ago and the global situation has witnessed several drastic changes thereafter. Hence, it needs a re-look in the context of its organizational set functionality and efficacy.
- Absence of cultural relationship policy: In the absence of such a policy, India’s efforts to accomplish the mission of development of cultural relationships with other countries are likely to remain half-hearted and less result oriented.
- Soft power has not yielded concrete results: India is still having trouble influencing the behaviour of its neighbours through soft power. E.g.; Nepal and Maldives have often used the China card against India. Further, soft power has also not helped India in dealing with radicalism and terrorism.
India has a natural soft power appeal manifested through its cultural assets. However, a clear strategy needs to be articulated, keeping in mind the importance of soft power capabilities in augmenting positive perceptions about a country. Measures such as increased collaboration and financing, greater engagement with the diaspora and leveraging the popularity of yoga can help India in succeeding as global soft power.

- अपर्याप्त वित्त पोषण: पर्याप्त वित्त की अनुपलब्धता भारत के सॉफ्ट पावर प्रक्षेपण की प्रभावी सुविधा को बाधित करने वाले कारकों में से एक है। सॉफ्ट पावर क्षमताओं को प्रभावी बनाने के लिए मानवीय और वित्तीय दोनों तरह की पूंजी की आवश्यकता होती है। भारत के भारतीय सांस्कृतिक संबंध परिषद (ICCR) और चीन के कन्फ्यूशियस संस्थानों या यूके की ब्रिटिश काउंसिल को बजटीय आवंटन पर एक सरसरी नज़र हमारी संस्थागत प्रभावकारिता में बाधाओं का प्रमाण है।

भारत में एक स्वाभाविक सॉफ्ट पावर अपील है जो इसकी सांस्कृतिक संपदा के माध्यम से प्रकट होती है। हालाँकि, किसी देश के बारे में सकारात्मक धारणाओं को बढ़ाने में सॉफ्ट पावर क्षमताओं के महत्व को ध्यान में रखते हुए एक स्पष्ट रणनीति तैयार करने की आवश्यकता है। सहयोग और वित्तपोषण में वृद्धि, प्रवासी भारतीयों के साथ अधिक जुड़ाव और योग की लोकप्रियता का लाभ उठाने जैसे उपाय भारत को वैश्विक सॉफ्ट पावर के रूप में सफल होने में मदद कर सकते हैं।
