WHAT IS UPSC?

  • It is the central recruiting agency in India.
  • It is an independent constitutional body.
  • Articles 315 to 323 in Part XIV of the Constitution contain elaborate provisions regarding
    • Composition, Appointment and Removal of members.
    • Independence, Powers and Functions of the UPSC.
  • Comes under Ministry of Personnal, Public Grievances and Pension.

 

WHAT IS THE COMPOSITION OF UPSC?

  • All the members and chairman are appointed by the President of India.
  • The total strength of UPSC members is not even specified in the constitution.
  • There are generally 9 or 11 members of UPSC.

WHAT ARE THE QUALIFICATIONS FOR UPSC?

  • The qualifications of members and Chairman are also not described in Constitution.
  • At least 50% of the members should have the experience of working in State and Central Government.

WHAT ARE THE FUNCTIONS & ROLES OF UPSC?

  • UPSC is the watchdog of merit system of India.
  • It conducts examinations of Civils services exam and other exams.
  • It assists the States (if requested by 2 or more states) in framing and operating schemes or joint recruitment of services.

WHAT IS THE REMOVAL PROCEDURE FOR UPSC?

  • The President can remove the Chairman and Members in the following circumstances:
  • If he has gone bankrupt.
  • If he engages in any paid employment outside the duties of his office.
  • If he is unfit to continue in the office according to the President.
  • The President can remove the Chairman and Members based on misbehaviour.
    • The President has to refer this case to the Supreme Court.
    • Supreme Court will do enquiry over this and will make the report and would give advice to President.
    • The advice will be binding on the President.
    • Note: while the enquiry is going on the Chairman and member, the President can suspend them.

HOW UPSC IS AN INDEPENDENT BODY?

  • They enjoy security of tenure.
  • Their expenses are being charged on Consolidated Fund of India.
  • The UPSC chairman is not eligible for reappointment in any body.
